An outline of requirements

design a hardware fabrication package ("fab") to carry a bootstrap supply of refiners, builders, power generation, power distribution

design a control centre

specify and design surface remediation for the site once the swarm is deployed

when it all works on paper, build the fab and control centre. Outsource communications hardware

staff the control centre

deliver the fab to the Mercury site
  • deploy bootstrap resources and begin refining
  • deploy local-made refineries and builders
  • build ground-based power generators
  • build railgun
  • build power storage
  • build zero-G factories making host-orbit mirrors
  • build matching power receivers
  • start railgun delivery to orbit
either these mirrors have the ability to sail into solar orbit once the volumes get that high, or there are extra steps:
  • build v2 railgun
  • build v2 power storage
  • build v2 zero-G factories making solar-orbit mirrors
  • build matching power receivers
  • start v2 railgun delivery to orbit
balance production until the mirror swarm is fully deployed and delivering power across the system

implement surface remediation of site

put the site into maintenance mode to recycle ground-systems and mirrors

A lot of vocabulary can be gleaned from the attached study done by NASA ten years ago, laying out "Architectures and objectives trade space evaluated for cost, risk, performance" for a 22-day Mercury lander mission to sample the surface.
