I'm starting with the notion that local power distribution is microwave. I don't know enough to say how it avoids clashing with wifi data.
 
The bootstrap problem is that until the railgun gets factory units into orbit, there needs to be scalable power generators on the surface. These may well be modified orbital mirrors feeding surface concentrators but building them in a gravity environment is different to building the orbital mirror, and operating it on the surface is again a different matter. We must address two forms of power generation, and we have no indication yet of what this bootstrap process consists of.
